Usage : psi 'chill touch' <victim> Damage : Str - 1 Cost : 11 Save : Save vs. Cold Duration : instant for damage, see below for affections. Drain Heat has a victim affect of -1 strength for 4 hours, if the saving throw is not successful. If the saving throw is successful, the affection is -1 strength for 1 hour.
