Looking at the OLC of when I could actually get it running, I think the shops are much more akin to the Circlemud 3.0. The builder docs, on the other hand, are designed for Circle 2.2, if I'm not mistaken. At some point in wormhole history, I suppose that the shopkeeps were upgraded to the more flexable system. 3.0 is supposed to support 2.2 shopfiles, though.

However, I can't confirm a damn bit of this without a peek into the wormhole source code. However, if you want to build a shop, try checking the the circlemud 3.0 .shp file help page: http://www.circlemud.org/cdp/building/building-7.html
